2007 — AnimaNaturalis en México is founded in Mexico

AnimaNaturalis is formally established in Mexico as a nonprofit civil association. From its founding, organization directs his work toward strategic litigation as a tool for real change. Bullfighting is identified from the outset as one of the primary targets of legal action.

2018 — Amparo en revisión 163/2018: a key precedent

The First Chamber of the Supreme Court resolves amparo 163/2018 on the prohibition of cockfighting in Veracruz. The Chamber establishes that animal cruelty is not protected by freedom of work or cultural rights, and that the State may prohibit cruel practices even when deeply rooted in tradition. AnimaNaturalis identifies this ruling as directly applicable to bullfighting.

2023 — First amparo against bullfighting in Mexico City and the ruling that blocked everything

The association Justicia Justa files an amparo in Mexico City and obtains a temporary suspension of bullfights as a precautionary measure. However, in December 2023, the First Chamber of the Supreme Court overturns the suspension through incidente en revisión 2/2023, arguing that the association lacked legitimate standing and that precautionary measures cannot restrict previously acquired rights such as bullfighting licenses. This ruling becomes the main judicial obstacle: from then on, all judges across the country invoke it to deny suspensions, bullfights proceed, and cases are closed as consummated acts without ever resolving the constitutional merits.

January 2024 — Citizens' initiative in Mexico City

A citizens' signature drive begins in Mexico City to present a priority citizens' initiative aimed at forcing the local Congress to vote on banning bullfighting for the first time. AnimaNaturalis participates actively. The initiative surpasses the required 31,000 signatures and is formally presented on September 1, 2024. For months, Morena and Clara Brugada's administration fail to advance the initiative and even introduce legal obstacles.

May 2024 — Amparo 82/2024: firm ruling against SADER

The Fourth Collegiate Court in Administrative Matters of the First Circuit grants amparo 82/2024 to AnimaNaturalis and orders the Ministry of Agriculture (SADER) to exercise its supervisory powers at bullfighting events to verify compliance with animal welfare standards. The ruling is final and irrevocable. During enforcement proceedings, an official inspection judicially confirms that bulls used in bullfights are later sold for human consumption, in violation of health regulations. SADER will begin refusing to comply with the ruling.

December 2024 — Constitutional reform to Article 4°: animal cruelty is prohibited

The Congress of the Union approves a constitutional reform advanced by President Claudia Sheinbaum that adds to Article 4° of the Constitution an explicit prohibition of animal cruelty and an obligation for the State to guarantee the protection, proper treatment, conservation, and care of all animals. The provision includes no exceptions for species, tradition, or economic activity. It is the most significant legal change in animal protection in Mexico's history. That same month, the Mexico City Congress unanimously approves the regulation of bullfighting events, banning the use of sharp instruments and the killing of the bull in the ring.

April 2025 — Aguascalientes: first lawsuit under the new Constitution

AnimaNaturalis files amparo 381/2025 before the First Federal District Court in Aguascalientes against municipal permits for bullfights at the National San Marcos Fair, invoking for the first time the December 2024 constitutional reform. The petition requests only the suspension of sharp instruments, not the cancellation of the event. The judge denies both provisional and final suspension. In July, the petitioner submits an official health inspection report confirming that bulls are sent for human consumption in violation of health regulations. The judge dismisses the amparo the day after receiving this evidence, without analyzing the merits. The Tribunal confirms the ruling in December without addressing the constitutional issues.

September–November 2025 — Simultaneous lawsuits in Hidalgo, Jalisco, and Nuevo León

AnimaNaturalis challenges bullfighting permits in three more states: amparo 2027/2025 in Pachuca, Hidalgo (September); amparo 2088/2025 in Guadalajara, Jalisco (October); and amparo 1152/2025 in Monterrey, Nuevo León (October). In all three cases, suspension is requested citing the new Constitution. In all three, judges deny precautionary measures by mechanically applying the Court's 2023 ruling. Procedural timelines in Nuevo León are delayed in ways that coincide with non-working days, making any legal challenge impossible. The bullfights take place. All three cases are dismissed without resolving the constitutional merits.

September 2025 — Second lawsuit in Aguascalientes: ongoing omissions

AnimaNaturalis files amparo 973/2025 against the governor of Aguascalientes and various state and municipal agencies, this time for ongoing failures to comply with constitutional, environmental, and health standards. The judge dismisses the case as inadmissible. AnimaNaturalis files a complaint and the Collegiate Tribunal orders the case to proceed. In March 2026, the judge dismisses the case again, citing lack of legitimate standing because the petitioner has no domicile in Aguascalientes. The case remains active under review.

January 2026 — Fifth front: León, Guanajuato

AnimaNaturalis files amparo 28/2026 before the Fourth District Court in Guanajuato against the permits issued by the municipality of León —one of the states with the highest number of bull breeding ranches in the country— for bullfights between January and May 2026. The request seeks the suspension of the use of sharp instruments only. The judge denies both the provisional and definitive suspensions, again applying the 2023 criteria set by the Supreme Court. AnimaNaturalis files a motion for review before the Collegiate Circuit Court. The judge dismisses the amparo again, arguing that, according to the other judges, the challenged acts had already been consummated. However, she acknowledges that constitutional and federal law applies to bullfights, but disclaims jurisdiction to rule, arguing that SADER did not request the Municipality of León to enforce federal regulations. The case remains active under review.

April 2026 — The petition to the Supreme Court: #AtraeloCORTE

AnimaNaturalis en México presents a formal petition to the Supreme Court of Justice of the Nation requesting that the highest court exercise its power of attraction over five ongoing review appeals in Aguascalientes, Jalisco, Hidalgo, Nuevo León, and Guanajuato. The document documents the systematic pattern of procedural speciesism, builds the case for the unconstitutionality of bullfighting permits under the new Constitution, establishes the public health risk, and asks the Court to set jurisprudential standards that give real effect to the constitutional protection of animals. At least 5 of the 9 justices must vote to attract the cases. The #TauromaquiaIlegal campaign begins.
